NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Desert Hot Springs will conduct a Public Hearing to consider a recommendation for approval to the City Council for the following 1) Certify the Environmental Impact Report No. 21-3 2) Specific Plan Amendment No. 21-2 3) An Ordinance Amending Chapter 17.200; an Amendment to a previously approved Specific Plan No.01-17.
CASE(S): Specific Plan Amendment No. SP-21-2 and Environmental Impact Report (ENV-21-3).
LOCATION: The project is located at the northeast corner of Indian Canyon Dr and 19th Avenue in the SP (Specific Plan) Zone. APNs 666-340-008 – 055
APPLICANT/REPRESENTATIVE: Coachillin Holdings, LLC
PROPOSAL: The applicant has filed an amendment to the Coachillin Specific Plan to modify the allowed land uses in the original Specific Plan and change the Development Standards and Design Guidelines to allow for a potential hotel and amphitheater uses. The proposed Amendment to the Specific Plan incorporates land use and zoning regulations, infrastructure plans, design guidelines, and the development approval processes for future uses and structures within the Amended Specific Plan area.
ENVIRONMENTAL DETERMINATION: A Draft Environmental Impact Report (SCH # 2021080065) was prepared in accordance with the requirements of the California Environmental Quality Act (CEQA) (Public Resources Code Section 21000 et. seq.) and the CEQA Guidelines (California Code of Regulations, Title 14, Sections 15000 et seq.) The Environmental Impact Report was prepared in accordance with the CEQA Guidelines Section 15123, which states that an EIR should contain a brief summary of the proposed project and its consequences.
On April 11, 2023, the Planning Commission, at the public hearing or during deliberation, may recommend to City Council to approve, deny, or propose changes to the project or to the environmental determination.
INTERESTED PERSONS MAY be heard or written comments may be submitted prior to or during the Public Hearing(s). Written comments will be made a part of the public record. If you challenge this matter in court, you may be limited to raising only those issues you or someone else raised at the public hearing, or in written correspondence delivered to the City of Desert Hot Springs, at or prior to, the public hearing.
All information regarding the proposed project is available for public review by appointment at the City of Desert Hot Springs City Hall, 11999 Palm Drive, during regular business hours (Monday through Thursday, 7:00 AM – 6:00 PM).
