The City of Desert Hot Springs is proud to support both first-time and long-term homeowners through a variety of programs designed to promote stability, equity, and growth within our community.
First Time Homebuyer Program (FTHB)
Riverside County’s FTHB program provides assistance to first time home buyers. Assistance may be provided for the down payment in the purchase of a home. Permanent Local Housing Allocation (PLHA) FTHB assistance is available to a maximum of 20% of the purchase price of the home. PLHA FTHB funds must be used primarily for the down payment assistance. Total assistance is not to exceed $100,000. The amount of assistance available depends upon the buyer’s qualifications and the price of the home. Home Enhancement Program (HEP)
Riverside County’s Home Enhancement Program (HEP) is designed to help income-qualified homeowners fix or repair exterior problems to their homes such as minor roofing, broken/ missing windows, exterior paint, etc.
Eligibility:
- Total Household Income must be no greater than 80% of the Median Household Income for Riverside County for the household size;
- A non-refundable application fee of $35.00 per household, is needed to process the application;
- The applicant must be the owner-occupant of the property;
- The property must be located within an unincorporated area or cooperating City of the County;
- The dwelling must be a stick-built or modular (attached to private land) owner-occupied single-family residence on the property Owner’s private property.
- Owner on title must be either a US Citizen or Qualified Alien as per Section 431 of the Personal Responsibility and Work Opportunity Act (PRWORA).
- Applications are on a first-come, first-served basis until allocated funding is exhausted.
